I have the honour to transmit a copy of a letter

from the Hongkong General Chamber of Commerce regarding reparation

for submarine outrages.

I caused the Chamber to be informed that there

did not appear to be any necessity to telegraph to you. In view

however of their further representations I sent a telegram on the

23rd. December, copy enclosed.
